Health Information Technology Toolkit foR Critical Access and Small Hospitals - Section 3. Exchange3.1 ReadinessThe Exchange - Readiness section provides tools to help evaluate your readiness for participating in an health information exchange (HIE) and to help you understand the goals and governance in HIE organizations. HIE Readiness. Information to acquaint hospitals with the efforts being made to form HIE organizations throughout the country and nationwide, and to determine readiness for participation in any formal HIE program in local communities. (6-page Word doc) HIE Goals and Governance Models. Information on how various health information organizations (HIOs) are forming, why they are forming, their governance models, and their technical architectures. (3-page Word doc) HIE Technology. An introduction to the technology used in a health information exchange (HIE) service. (3-page Word doc) 3.2 Interoperate The Exchange - Interoperate section provides tools to help you pursue HIE participation, including tools to understand interoperability, HIE architectures, and to prepare for clients' or their families' use of personal health records (PHR). HIE Data Stewardship. Information on the principles of data stewardship and fair health information practices that are being adopted by the U.S. Department of Health and Human Services Office of the National Coordinator for Health Information Technology. (4-page Word doc) HIE Interoperability. A working definition of health information exchange interoperability proposed by the Minnesota e-Health Initiative, which supports the statewide mandate that all health care providers adopt interoperable EHRs by 2015. Developed by the Minnesota e-Health Exchange and Minnesota Department of Health. (PowerPoint) Personal Health Record Technology. This tool describes personal health record (PHR) technology that may be used by your patients or offered by your organization for your patients’ use.
